September 02, 2026 On Tuesday, Sept. 1, the House passed the Senate-amended Continuing Appropriations and Extensions Act, 2027 (H.R. 6500) by a vote of 370-48. The Senate previously approved the measure 90-6. The continuing resolution (CR) funds the federal government at largely current levels through Dec. 11, 2026, and now heads to the President for his signature.

Outlook The passage of the CR prevents a government shutdown when current federal funding expires on Sept. 30. It buys time for negotiations over final FY27 appropriations until after midterm elections in early November.
The Dec. 11 deadline also creates a compressed schedule during the lame-duck period post-midterm elections. Congress could either complete some, all, or none of the FY27 appropriations bills, or potentially enact an extension of this CR into 2027. Public Health Provisions The CR generally maintains FY26 funding levels for federal programs not otherwise addressed by specific provisions.
Furthermore, it includes the following provisions relevant to state and territorial public health . Blocks implementation of the proposed Office of Management and Budget (OMB) Regulation for Federal Financial Assistance rule through Dec. 11. The provision prevents OMB from issuing or finalizing its proposed rewrite of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and prevents the rule from taking effect during the CR if finalized before the CR is enacted.
Provides $21.4 million in additional Medicaid funding for the Commonwealth of the Northern Mariana Islands (CNMI) for services attributable to FY26. The additional funding, designated as temporary disaster relief from Super Typhoons Sinlaku and Bavi, remains available until expended and is provided in addition to CNMI's regular Medicaid allotment. Allows the Department of Agriculture to maintain participation in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) during the CR and allows funding for the Commodity Supplemental Food Program to be apportioned at a rate necessary to maintain its current caseload.
Allows the Federal Emergency Management Agency (FEMA) to obligate Disaster Relief Fund resources at the rate necessary to support disaster response and recovery activities. Delays implementation of new restrictions on intoxicating hemp products through Dec. 11. Extends several Department of Veterans Affairs health authorities through Dec. 11, including rural veterans' mental health programs, suicide prevention grants, rural ambulance reimbursement, nursing home care authorities, and certain caregiver mental health supports.
